Following its final Council vote on October 21, 2025, the RENTAL Act officially became law on December 31, 2025, after completing the Congressional review period. This webinar offers multifamily owners and housing providers the opportunity to hear directly from the Department of Housing and Community Development (DHCD) as it begins implementation. Participants will gain clarity on complying with modernized TOPA requirements, and learn how to engage with the District government and tenants around proper notice.

This session for multifamily owners and investors will focus on DHCD’s interpretation and implementation approach to major TOPA amendments under the RENTAL Act, including:

• New Construction Exemption (buildings constructed within the past 15 years)
• Refinancing & Recapitalization Exemption (also known as the Limited Investor Entry and Exit Exception)
• Updated TOPA notice requirements, and other key changes affecting owners and transactions
