Chief Executive Officer

Lisa has extensive private, nonprofit, and public sector leadership experience. Under her leadership, DCBIA is now at its highest level of organizational membership and has focused on partnering for results with other major organizations. Previously, Lisa was the Director of the DC Department of Employment Services where she had responsibility for overhauling one of the most troubled agencies netting millions of dollars in savings, increasing customer service, and dramatically decreasing the unemployment rate in DC. Lisa was SVP at ICF International and prior SVP at the Fannie Mae Foundation. She served the Clinton White House as a member of the SES as Chief of Staff to Vice President Al Gore’s National Performance Review, Special Assistant at HHS and Counselor at SSA and has worked for the US Senate Foreign Relations Committee and several federal Independent Counsels. Lisa began her career in the hospitality industry. She obtained a BS in Business and Technology from the University of Maryland, MBA in International Business/Marketing from George Washington University and PhD in Public Administration and Leadership from Walden University. Lisa has completed numerous senior leadership programs at Harvard University’s Kennedy School of Government and Kennedy School of Business and was trained by the Coaches Training Institute and is a Linkage Inc. certified Master Coach. Lisa is a member of Leadership Greater Washington’s Class of 2007 and serves on the board of the DC Chamber of Commerce, the Washington DC Economic Partnership, Ingenuity Prep Charter School and the Federal Home Loan Bank of Atlanta’s Affordable Housing Council. Lisa is a native Spanish speaker and is conversational in Italian, Portuguese and French.

Senior Advisor

Liz DeBarros is the Senior Advisor at the District of Columbia Building Industry Association (DCBIA) where she advances the economic and civic impact of the DC real estate development industry and its leaders. An experienced Association Executive, Senior Advisor, Chief of Staff & Legislative Affairs Director, Liz has over 15 years of public and private sector experience in adhering to financial stewardship while adding significant value to organizations through innovative marketing and branding, broad and proactive stakeholder engagement, and solution-focused policy objectives and activities. She has extensive experience in trade association management, program management, and cultivating enduring relationships with the people working throughout government agencies, corporations, business trade associations, and nonprofits. She continually exceeds expectations by creating valuable partnerships and works well with people at all levels, including executives, stakeholders, customers, community members, vendors, team members, and residents. Prior to DCBIA, Liz served as Chief of Staff to the Department of Employment Services and Vice President of the Hotel Association of Washington, D.C. Liz serves on the Board of Directors of the Workforce Investment Council and is a member of the Leadership Greater Washington Class of 2018. She resides in Kingman Park, Washington, DC.

Stacey Shaw-Virgo

Office Manager

Stacey Shaw-Virgo is the Office Manager for DCBIA. A versatile, self-motivated professional with 20+ years of senior level administrative and human resource office management experience including multifamily real estate development and construction support, Stacey’s diverse background encompasses facilities management, business ownership and operations, and real estate. In her role as DCBIA Office Manager, Stacey assists in the development and implementation of organization policies and procedures, manages and oversees the office operations, HR policies, and assists with marketing and events for DCBIA and its members.  She maintains accounts payable, receivables and monthly billing. Stacey is also an advocate for domestic violence and abuse victims and enjoys giving back to those in need.  Stacey is also a certified coach.

Event & Marketing Coordinator

As the newest member of the team, Irena serves as DCBIA's Event & Marketing Coordinator. After receiving her BS in Public Relations from North Carolina Agricultural & Technical State University (AGGIE PRIDE!), she began her career as an Administrative Support Specialist, in which she supported high level executives, composed event logistics for internal and external meetings, and developed a social media strategy for her organization. Prior to DCBIA, she served as Circulation, Marketing and Events Manager for local travel and lifestyle publication, Where DC. In this role, she utilized her PR skills and executed events for advertisers who wanted to bring their business and/or service to the forefront of the hospitality community (specifically hotel and corporate concierges) throughout the Washington D.C. area. With her acquired experience in increasing brand awareness through digital marketing, and keen eye for detail and aesthetics, Irena's goal is to enhance promotional strategy by successfully connecting those who share the same professional interests, all while producing memorable events on behalf of DCBIA.

Alesha Stuart

Executive Assistant

Alesha Stuart is DCBIA's Executive Assistant. She provides exemplary external and internal customer and executive administrative service to members, CEO, and team.  She has a strong background in member services and finance and has received numerous recognitions and awards.   She has also been recognized for her organizational skills and overall contributions. Alesha attended CC Prep DC/The Hope Project DC where she has received a number of certifications to advance her career. One of her great passions is serving in the community.
