Chief Executive Officer

Lisa has extensive private, nonprofit, and public sector leadership experience. Under her leadership, DCBIA is now at its highest level of organizational membership and has focused on partnering for results with other major organizations. Previously, Lisa was the Director of the DC Department of Employment Services where she had responsibility for overhauling one of the most troubled agencies netting millions of dollars in savings, increasing customer service, and dramatically decreasing the unemployment rate in DC. Lisa was SVP at ICF International and prior SVP at the Fannie Mae Foundation. She served the Clinton White House as a member of the SES as Chief of Staff to Vice President Al Gore’s National Performance Review, Special Assistant at HHS and Counselor at SSA and has worked for the US Senate Foreign Relations Committee and several federal Independent Counsels. Lisa began her career in the hospitality industry. She obtained a BS in Business and Technology from the University of Maryland, MBA in International Business/Marketing from George Washington University and PhD in Public Administration and Leadership from Walden University. Lisa has completed numerous senior leadership programs at Harvard University’s Kennedy School of Government and Kennedy School of Business and was trained by the Coaches Training Institute and is a Linkage Inc. certified Master Coach. Lisa is a member of Leadership Greater Washington’s Class of 2007 and serves on the board of the DC Chamber of Commerce, the Washington DC Economic Partnership, Ingenuity Prep Charter School and the Federal Home Loan Bank of Atlanta’s Affordable Housing Council. Lisa is a native Spanish speaker and is conversational in Italian, Portuguese and French.

Senior Advisor

With 15 years of public and private-sector experience, Liz DeBarros is a fun and diplomatic executive who rolls up her sleeves to manage people, technology, budgets, brands, complex projects and crises that transform and exceed organizational goals. Currently serving as Senior Advisor to the District of Columbia Building Industry Association, Liz advances the economic and civic impact of the real estate development industry and its leaders in Washington, DC through the production of content-rich programming, organizational rebranding, networking, and good ol’ results-driven advocacy. Previously, Liz was Chief of Staff to the Department of Employment Services on its executive team for six years leading the reform of a troubled, 400-employee District agency into a more transparent, customer-centric, outcome-oriented, technology focused, and budget-conscious agency. The efforts resulted in programming that reduced unemployment from 10% to 7% through partnerships with multiple organizations, including the U.S. Department of Labor, the District of Columbia Chief Financial Officer, community organizations, the Deputy Mayor for Planning & Economic Development, the Council of the Director of Columbia and through direct relationships with the agency’s customers – District residents. At the Hotel Association of Washington, DC, Liz energized the Association’s public affairs, membership and legislative affairs programs by initiating organizational cost savings through technology and business process redesign and by building strong business relationships with government to improve outcomes for over 90 District of Columbia member hotels and their general managers. Liz began her career as a professional counselor increasing college retention and graduation rates of Federal TRIO Program students and served as an AmeriCorps volunteer. Liz earned a Master of Arts degree from Temple University and a Bachelor of Arts degree from Rhode Island College. She resides in the Kingman Park neighborhood in Washington, DC.

Executive Assistant

Alesha Stuart is DCBIA's Executive Assistant. She provides exemplary external and internal customer and executive administrative service to members, CEO and team.  She has a strong background in member service and finance and has received numerous recognitions and awards.   She has also been recognized for her organizational skills and overall contributions. Alesha attended CC Prep DC/The Hope Project DC where she has received a number of certifications to advance her career. One of her great passions is serving in the community.
